Is the Vintage Vice City Pack only for pre-orders?

What is in the Vintage Vice City Pack?
Rockstar’s edition page pitches the pack as a flashback “to when the neon burned brightest”. Rockstar Support lists three items:

Rockstar’s media library has a 12-screenshot set for the pack. It shows the Stanier in yellow and white, Jason in a pale jacket and Lucia in a red sequin dress, and the pattern on two guns. The images below come from that set.
Who gets it?
- Every pre-order. Digital or boxed, Standard or Ultimate.
- Every purchase before November 20, 2026. Rockstar’s announcement covers purchases as well as pre-orders, so buying on launch day still counts.
- Boxed copies. The download code inside a physical pre-order covers the game and the pack together.
The offer is tied to buying before November 20. Rockstar has not said what happens after that date, or whether the pack will ever be sold on its own.
Standard or Ultimate: does it change anything?
No. Both editions get the same pack, so you do not need the Ultimate Edition for it. The Ultimate Edition’s extra 16 items are a separate set. The price and editions guide compares the two, and if you want those items later, the Ultimate Edition Upgrade can be bought separately.
What Rockstar has not said
- When the items unlock or where the car and garage first appear in the story.
- Whether the weapon pattern works on every gun. The screenshot shows two.
- Anything about an online mode. None has been announced, so there is nothing to say about carrying the pack over.
