Is GTA 6 Based on Miami and Florida? Vice City and Leonida
The short answer
Yes, in all but name. GTA 6 is set in Leonida, a fictional state, and its city is Vice City, which Rockstar called a take on Miami in the original game. Rockstar's GTA 6 material never names Florida or Miami, but it calls Leonida "the sunshine state", and a Rockstar North studio head has pointed to Florida and Miami's population.

Background and full explanationFurther context and details
Is GTA 6 set in Miami?
Not by name. GTA 6 takes place in Leonida, a fictional US state, and its main city is Vice City. The Trailer 1 announcement puts it this way: the game “heads to the state of Leonida, home to the neon-soaked streets of Vice City and beyond.”
Rockstar’s GTA 6 website, trailers pages, announcements and store listings never mention Florida or Miami. What they do say leaves little doubt about the model:
- The Only in Leonida page invites you to “tour a few of the must-see destinations across the sunshine state”, borrowing Florida’s nickname.
- The story premise calls Leonida “the sunniest place in America.”
- Vice City is still “the sun and fun capital of America.”
So Leonida is a fictional Florida and Vice City a fictional Miami, but the game does not recreate either one street by street.
Is Vice City based on Miami?
Yes, and Rockstar has said so about the original. A 2013 Newswire post describes the 2002 Vice City as a “vibrant over-the-top take on Miami.” Its art director, Aaron Garbut, told GameSpot in 2003: “We based the map quite closely on the real Miami, but as always didn’t stick so close to the real world that gameplay suffered.”
For GTA 6, the closest a Rockstar developer has come is an interview with Dazed in September 2026. Explaining the return to Vice City and Leonida, Rockstar North’s head of development Rob Nelson said: “Florida and Miami have perhaps one of the most diverse and interesting populations in the world.” More on the city is on the Vice City page.
Is Leonida the same as Florida?
It is modelled on Florida, not a copy. News coverage says so plainly; the BBC describes “Leonida, the fictional, Florida-inspired US state where GTA 6 is set.”
Individual regions are a different matter. Players and the press match the Leonida Keys with the Florida Keys and Grassrivers with the Everglades, but Rockstar has never paired any region with a real place. Its own descriptions stop at the landscape. Mount Kalaga shows how loose the link is: real Florida has nothing like a mountain. The GTA 6 map page compares all six regions.
Not announced
